Because the game is being made by a third party (Terminal Reality)... and third party do not do exclusives 99% of the time... sony gave the rights to the studio for the game... I've actually talked to the developers of the game... I work at gamestop in the town they are making the game (Lewisville, TX) and they come into my store all the time... the game is looking to be epic...

To be honest, if you remember the first film, ghosts like slimers were released into the world when the containment field was shut down. As the second movie tells us, the City of New York slapped a huge lawsuit on the Ghostbusters for collateral damages, which lead to a complete ban on their work as ghostbusters. So obviously all the ghosts that were released probably scattered to the four winds.
