I've been involved in a very nasty situation where the recordings from the myriad of CCTV cameras around would have been really useful, but strangely none of them recorded the event and no explanation of this was ever given. Is it any surprise that for every 1000 of these "safety" cameras less than 1 crime is actually solved? (Source: Metropolitan Police)

Couldn't agree more. The CCTV network is just the elite's attempt at a 'Panopticon' (Google it), but in reality it's a confidence trick, and when you lose all fear of it, it's supposed power is nullified...

Most of those bloody things don't even record the footage, and there are far too many cameras to have somebody watching all of them, all the time. Just look at those CCTV control rooms, where there are hundreds of monitors for every CCTV operative...
