actually, this is some thing very wierd, for some reason you do not need to know the Hm WATERFALL, so just go ahead and surf through the waterfall which will make your pokemon swim over it. After that, you indeed will have to have HM WATERFALL to go on a waterfall.

Oddish is pretty much grassy too me, with some dirt under his hair as body though but anyway, noone cares. Get an oddish with grass knot and u can call it grass pokemon :D
