Kid's TV channels here in the UK often speed up programs slightly to make more room for the Adverts and hope that no-one realises. And for the most part, people don't realise.

People may argue that this is done to convert things from 60hz to 50hz or something, but that wouldn't explain why the pitch varies across episodes.
