blower refers to the cockney slang for someone on a telephone call. this song is about him falling in love with someone over the phone, back when he used to be a telephone operator. the first time he heard her voice he fell in love, then called her every day for months, then when he finally tracked her down, he recognized her voice immediately, looked through a clearing, and saw she was a very young girl, 15 or so, and had to forget her for fear of being branded a pervert...terribly sad story..
