have a feeling all of this wasn't aligned to simply watch the stars or a solstice alignments...they knew when these alignments happen portals open to other dimensions, or maybe certain alignments makes it conducive for time travel. there are too many ceremonial sites similar to this around the world for it to be a place simply to watch the stars, give thanks or pray. When earth energies were different these sites were highly functional, those energies are nonexistent at this time. Maybe 2012?
