DOD and the CIA have been at odds at times; DOD has numerous intelligence agencies of its own within the services, and it has often looked down on the CIA. it's possible this switch is a move to get DOD & the CIA working together, instead of opposing each other. performing this move may create an avenue for both agencies to work more efficiently, if not together.
