I think Beyonce would have given Shuggie Ottis credit and that Otis would have collected his royalties. Some people need to get a grip and stop finding stuff to hate on.

Something that needs clearing up, is that this backing track is directly lifted from Shuggie Otis's awesome 1974 album 'Inspiration Information'. This track is called "Rainy Day" and thus Shuggie should take all credits for the music and melody. However this is contemporary music, and the real genius gets no mention, and some pretty singer gets all the credit.
