Sounds great. We do not drill in the great foam inside. we only use great stuff after all is in place in our props.

Packing peanuts might work 2. You can probably glue(low temp/reg glue) the top peanuts, so the tea light has something to sit on. Using great foam inside, then drilling it out is a pain.
