Try tracking down that cyclist, ask the local paper to run it asking for a cyclist who passed down this road at this time who saw a fat guy stealing a purple boat off a car, im sure he'll know who he is if he sees it. Also try and get a close up of the jacket coz its pretty distintive, have a gold number 10 on the back :) good luck
