just imagine your on a ship, a tall , white, skinny , flobby tornado forms in the middle of the ocean, you fall out and you start getting sucked into it, your right next to it, you look up, it's almost endless in length.

if it forms on water and stays on water when ended it's a water spourt.if it starts on water or crosses water and comes on to land it's a tornado.

it was in singapore, and the location of the water sprout was in sentosa, some kind of function error, never a natural disaster, though thanks for the vid
