I don't think a us swat team would it in half the time. The officers where afo's and not sfo's (sfo's are the uk name for swat). Also in the end they got their suspect. Sfo's are only called in for cqb, hostage rescue, sieges and terrorist jobs ect.

Secondly, any firearm trained officer can shoot and kill someone. SAS are mostly called in for hostage rescue or other firearm issues. As for CT ( Counter Terrorism ) MI5 deal with that.
