no, actually, Truman had nothing to do with puerto rico. Roosevelt made them a part of the U.S, but died before they could kill him. (Truman was also somewhat o.k with the idea of letting puerto rico be it's own country)

Truman did not make PR part of US. We became a possesion during the 1898 invasion. In 1917, citizenship was imposed to Puerto Ricans against our will through the Jones Act so we could fight their wars, not to allow us into the mainland as we already had free-transit to come and go for 3 years.
