before the IOC even considers location, though, they look at a candidate city and ask, can this city physically and financially handle the olympics? it's more a matter of determining who can handle the tourists, transit/infrastructure, hiring security, securing venues, getting billions in advertising/funding, etc.,,objectively, these criteria happen to put american, european, and east asian cities (large, dense, modern, sprawling metropolises) at an advantage over african and s. american cities
also, the IOC doesn't just select cities, cities have to apply to prove they meet that criteria. i'm not saying that this is 100% right or in the olympic spirit, but there are legitimate concerns to things like that, and there's much more to the process than looking at a map and saying "let's find a cool place that hasn't had the olympics yet"
South America and Africa have not yet hosted the games, whereas the U.S. has hosted eight Games (Summer and Winter), more than any other nation. If this is to be a truly international event, other countries need to get their chances, too.
