This sounds extremely similar to Leo's theme from Red Earth.
I'm starting to realize that almost all Capcom fighter themes sound the same. Iwai and Aihara ran out of ideas, I guess.

I thought it sounds more like the lab theme from Cadillacs and Dinosaurs.
