Hmm... The waddles probably serve no physical purpose, per se, but the birds probably use it to sense inertia of the head, temperature, wind speed and direction..

Not that this can't be done without the waddle, but with the waddle loose, long and dangling, it'll be a lot more sensitive to things like wind or altered gravity (if they're, say, sitting on a tilted plane) than just hair or feathers.
