I'm not sure where you got your statistic from, but county jails usually imprison misdemeanor cases, not felonies. And even with misdemeanors, the sentence usually has to be less than an year or else they get sent to state prison.

As for people stop getting arrested, well easy for you to say. There are too many victimless "crimes" now a days to really use that logic. Sure if it was just rapists, robbers, ect then yeah don't complain about your imprisonment. That ain't the case today now is it.

There's nothing wrong with consequences. Jail/prison isn't supposed to be vacation; incarceration should be uncomfortable; incarceration segregates the criminal from society. Hard labor should be mandatory, to instill work ethic and sense of purpose. Incarceration should NOT be a place where people sit all day in air conditioned comfort, with delicious food to eat, and a comfortable bed to sleep in. And they certainly should not be ffree to join gangs or harm others while incarcerated.
