Shalom as goodbye is actually rare, we use it when we want to say something full of "emotion" like :
שלום, חבר (shalom haver) which means - goodbye, friend. when someone die
שלום, ולא להתראות! (shalon ve lo lehitraot) - whan "lehitraot" means -cya. so it's says goodbye forever (without seeing again). - used when the speaker is angry, determined or something like that.
actually i don't say shalom as meaning of goodbye..i just say bye :D
and i use it as hello only when i say it to old people or people i don't know very well..i just say hi hey!
but i always use it for the word peace!!!!

We actually don't usually use it as goodbye, we say "lehitraot"- which mean "cya" or bye.
