@grumpytosnowwhite was elected twice - and in this day and age, you don't get elected without having the traits of a traitor. In Season 5, towards the end, there's a flashback when President-Elect Bartlet points to Leo and says "You should be the one, Leo, not me". Two episodes later, he shows Leo the finger, indirectly, of course.
At least, for me, the writers showed that dark side of Bartlet with very subtle hints, and I loved it.
@thelonedissenter Dude, what the hell? Season five was a festival of shitting all over the characters. Bartlet being elected and still being a good guy was intentionally the exception, not the rule. What kind of a miserable misanthrope are you "you don't get elected without having the traits of a traitor"? Do you think it's "cool" or "edgy" or something to think that way? I totally agree. There was no character development after season four because they stopped being the same characters. Writers couldn't understand how characters that sharp and funny could exist without dumping on each other constantly.
