4:34 does not command the beating of wives. It is talking about bad wives only, and it says as a last resort to separate from them. That is one of the meanings of the Arabic word idrib and it fits the context perfectly, especially since the Quran in several other verses commands the believers to treat their wives kindly, mercifully, and lovingly.
