IBM's role is by contract. If they want to make a machine to play a game fine with them, however they are very serious into the government contracts along with AT&T. The US Gov isn't going to really give a dam about you or me or anyone else who's network may be at high risk. The Government is going to do for themselves before it does anything for anyone else. And all people who use the internet should know the risks.

And infrastructure or not, there is no such thing is secure when it comes to anything with a computer. And never will be!

-On the otherhand, if you work for a large corporation, an ISP or a NOC for instance, you would find yourself busy almost all day, Because there is ALWAYS something to be fixed/Implemented.
-I myself work in a NOC at Cisco and this is the case, ALWAYS fixing something.
-In the end, its all up to you and what you you're looking for

I'd recommend you taking your networking studies steadily and with no hurries -don't try to get a CCIE in two years time, given that you said you don't even have the CCNA knowledge (please correct me if i'm wrong), because that's just plain nuts-. Get into the CCNA stuff now, and you'll see soon what i'm talking about. Getting a CCIE is no easy task even for Senior NetEngs with some years with daily on-hands experience. I hope you getting your CCIE anytime, though.
