no it revs up to a certain rmp before the clutch engages. its called the stall speed

The noise right before he takes off is called anti-lag/launch control. He holds the brake and gives it full throttle, but there is a special rev limiter set to an engine speed just below the clutch engagement speed. This builds the maximum boost possible from the turbo before launching. He lets go of the limiter and lets go of the brake, nice hard launch with full boost.
