@RyanBeckett01 You must have a different version to me...Just look around it will be there somewhere...Unless you are not signed in as admin in the first place. If you are admin then a add new button or link will be under the heading of new user.

@Computerbasics I'm not sure maybe website yesterday so i have the latst version says under my role Administrator  i have all the same as you on the side other then add new user
