You could also just go to the Gloombound mine(south east of windhelm) If you go there, you will find about 13 ore veins of ebony. The mine is located in an orc stronghold

Narzulburg isn't a major hold, just a small location a little bit south of windhelm and as far east as possible (approximately).

Easier way is to go to Narzulburg (orcish stronghold) and complete the quest to get in. You will also have access to the Gloombound mine by doing the quest, which has 16 ebony veins and 5 iron veins. That translates to 24 ebony ingots and 15 iron ingots. Veins replenish after 10 days. Best part, it's all for free. No expensive prices to mine ebony.

I just went to gloom bound mine. after smelting, i had 45 ebony ore, crafted a full ebony suit

Just saying, when i was like level 25 in orcish armor i came accross an orc stronghold with a mine, turns out it was an ebony mine. I mined the place clean and came out with 50 ebony ore (25 ingots) and then crafted a full set of deadric armor for free (with the help of the free deadra hearts from the companions building). Dont buy shit.

acually i fount this video helpful i just power lvled my smithing upto 87 from 20 but i only got 4 from the vendor BUT i went to gloombound mine and i got 56 ebony ored for the total of 36 ingots and now im going to work my way to 90 also for those who dont know how to pwer lvl smithing buy lots and lots of iron ore and ingots and lether and smith hundreds of iron daggers 3 hours for 60 lvls :D hope this helps guys

If you can't get these ingots from blacksmiths, you can just go to Gloombound mine (Southeast of Windhelm) and one you mine all ore from there you sould have enough for about 20 ebony ingots. Hope this helps someone :)
