@Xenmaru00 He left Earth. If the series continued past Beast+, he might've come back. Since it didn't, we'll never know what became of him. I'm actually kind of happy this was his last scene. He got to have his final scene kicking Slur's ass, and if he did GAP her, being the most powerful being ever made. And he got to leave an honorable request of challenge to his eternal rival, Rockman. I think that's the most respect they've given him since the beginning of the anime.

I think its because Bass somewhat got the power he desired. His thing to strive for was taking Megamans Ultimate Program, but failed to do so in the movie. On top of that, they end up having a common enemy. Bass was more fueled by his desire for revenge on the navi woman that PWNED him the first time around. it could also be that in the anime, his origins are less tied to hating humans, and more to the navis that tried to kill him, and his bigger picture was the safety of the net.

With it, he can absorb the energy from the defeated Asteroids that is powering up Duo's comet. In the end, Forte claims of being stronger than ever and Slur curses him. Forte then declares that the world is safe for now and leaves.

People tend to mistranslate Slur's final sentence. It's not "Shut up you Earth Net Navi" but "Shut up! You Earth Net Navi shall---!" Hope this clears it up.

@Zoroark7: I stated in an earlier coment that the purple shape is Nebula Gray's power. Forte absorbed some remains of it after the events in the ROck Man EXE Movie. He's absorbing the energy from the defeated Asteroids that's travelling across the Past Tunnel to Duo's COmet to power himself up. And Forte only uses his mere punch to cleave it through Slur. Hope this clears it up.
