The beginning sounds almost like a ripoff of "Chump Change".

The theme to the pilot was "Chump Change", but when this show went to air, "Chump Change" was being used on Now You See IT

That composer was Alan Thicke ("Growing Pains"). The song is titled "Hip Check".
