Yes, there's a small person inside the buggy that is driving/steering. This is a Carnegie Mellon tradition where the student organizations on campus prepare all year to design & build the buggies (we are the #1 engineering school in the world) & train/race with them around 5 "hills" on a course that runs through the campus. It's one of the largest & popular events on campus that students, faculty, and local residents participate in.

@Dopplershift : There's a small person inside the buggy steering. It's existed on the CMU campus since like 1910 or so?
