Ok, here is how it works. I used to work on TV so trust me when I tell you I know. The law says (as you mentioned it) that you cannot impersonate a Police Officer or any other force, therefor, if you want to do a prank like this your uniform has to have something wrong, even a small detail but it has to have a misstake. I don't know canadians uniform so I can't say where the misstake is.

1st: congratulations on your education.

2nd: to pull a prank like this you have to ask for permits to the police AND your uniform must be at least a bit different the the real one AND if any "victim" asks you if you are a police officer you CAN'T say yes, not even in a permitted prank like this.

In any other situation if you try to assert police-like authority in order to commit a crime IT'S a crime even if you are just wearing a t-shirt with "POLICE" draw over it. FACT.
