Thats not the way you mix it. First you mix all the chopped veggie ingredients you mentioned with the salt olive oil and lemon juice, then after mixing all of those , you add the bulghur as you called it. If you add the olive oil on top of the bulghur, the olive oil will be absorbed by the bulghur and expand which is not a good mix for this salad.
