"I'll create a GUI interface": GUI is Graphic User Interface, the point-and-click style that most people enjoy. Prior to its development, you had to manually type the directory path to access your programs.

"in Visual Basic": VB is a simplified programming environment.

"track an IP address": Locate the electronic "address" of the sending computer. Which doesn't work unless the connection is constant.
