Tennessee had (for a long time, due to the TVA) the large amount of extra clean electricity necessary to economically make large amounts of aluminum.

Detroit has access to iron ore, and lots of coal. Not so useful for making aluminum engine blocks... coal burns dirty when used to generate electricity anyways.

If the Big 3 had responded to the fuel crisis in the 1970s right away, they wouldn't be up shit creek without a paddle like they are today.
