@Beast123The Because of guilt. Koza planned her brother's murder and betrayed her childhood friend. Seeing Mugen makes her realize how terrible her actions really were. Mugen doesn't kill her because making her live with her guilt is a worse punishment than death.

I would even say that if Koza's lover had not attacked Mugen, Mugen would have walked right by them like a boss.
