To expand on that, the reason is because birds have the average intelligence of a 5 year old child. You do indeed have to talk to them like that because it's like talking to a child. It excites them and makes them want to be around you, because you are a fun and interesting playmate. In terms of learning how to talk, if they really bond with you they'll start treating you as a flock mate and mimicking sounds and behavior is common flock behavior among birds.
Oh god hasn't your vet ever told you not to kiss your bird? All that mouth bacteria is NOT good! I get around it by putting my nose instead of lips on mine, and it works very well

It's not a huge deal, but most avian cert vets and really anyone worth their salt in the bird world will tell you human saliva (along with cats and dogs) has bacteria in it thats unlealthy for birds. I kiss my BCC sometimes though on the top of the beak. He just loves it too much for me not to!
You have to say something over and over. Males usually talk better than females but it can be done either way. Just try to talk to them every day when they are in a good mood. Make sure they can see you talking to them. It creates a bond and they want to talk to you. Soon they will try to say what you are saying to them. Good luck!
I don't know. Although I do think it is a lot easier if you do it when they are a baby/young adult. We got our cockatiel when he was 3 months old...he is a male and by 8 months he was already saying "Hi Sweetie"..."Who's a good boy?"...and whistleing the Adam's Family theme and tapping his beak on the cage for the snaping part...Duh duh duh dutt...Tap Tap...lol. Every bird is different. Some learn fast, some need more time and some don't at all. It could never hurt to try. Good Luck! :)
