actually, it acts so because of the patches... one of the goals of patch either 2 or 3 (cant remember which) was to improve movements of creatures with more than 4 legs. quadripeds can no longer gallop, and bipeds walk with weird movements and 'bouncing' arms, with only hands being correctly animate. it's because of patches that they cant move like humans. also maxis said they didnt want human-esque creatures, because of the complexity of the game they needed to make simple preset movements
btw you dont know much about the making of/behind spore, do you? no offense, but you should look it up if you are interested in a converse such as this, so 'up yours, atheists' lol
And the sounds of the creature are because of preset vocal sounds due to the selected head he chose. All creatures look around like that and behave like that
