They aren't being portrayed to be "stupid" intentionally, they're actually suppose to be "kawaii", or in English, cute. I do understand where you're coming from. Their idea of cute is acting like a 2 year old. Here, in America, our idea of cute IS a 2 year old. I still love the Japanese culture and would choose it over mine any day, including their concept of "cute" ;)
Actually, those aren't cheese. They're mochi ice cream, or ice cream-filled rice cakes, which is why they're so sticky, as you can see toward the end of the commercial.
