For windows users, you can create a folder and add shorcuts to all the programs you like, you can do a 1 folder "Favorites" type thing, or you can create divisions like "Games" "Programs" "More". Using Finder/Explorer to find a program is MUCH more time consuming than Start -> Programs -> ...
"Spotlight" does sound useful, but as you said it is available on Vista.
"Expose" is a neutral thing, because switching between the programs I want I just use the task bar at the bottom on XP, or Alt-Tab. If you've completely forgotten what it was called that you were running then yes expose is a nice tool, lucky me that doesn't happen to my brain :).
Oh, that's what it's called! Dashboard! I've been trying to remember that for a while now, and "dock" gave me a flash of memory or something (kinda like Time Machine in OS X Leopard).
