What happens if you put 2-3 layers on at a time??

Two things:

You do not need to let it dry between layers, just put the 3 layers, and then let it dry.

The other thing is that you should put the rope before it dries, "wrapping the pinhata" with the string, do not punch before it is completely dry.

and I agree, If you cook the flour with the water, and ad a tablespoon of sugar it will be harder. And may be with two layers is done.
