It's Farah's. He kept it at the end. Without it he couldn't survive the Sands, he couldn't use time powers, and he couldn't gather Sands or get these life upgrades.

It was given to him at the end of SoT, after he kills the vizer, she gives it to him, and then it moves on to this story
