Access is easy, there are lots of options for where to surf, and the beach usually has plenty of room. With regard to the locals that surf here... I think the same rule applies here that applies anywhere. Be friendly and respectful, and ask for advice if you have questions. Do that, and you should get along fine.
Thanks for taking a look at the video. This is Tamarack Beach, located at the west end of Tamarack Ave, in Carlsbad, CA. Carlsbad is about 30 miles north of San Diego. Take the Tamarack Ave exit off of Interstate 5 and head west till you hit the state beach. There is a parking fee in the state beach parking lot, but parking on the street is free.
