the shark was going after the bait, as you can see a second afterwards. They clearly have no intention of harming the divers. Its just dangerous because they are feeding, and this could be done more carefully.

They didn't attack the camera man ;) If you see the 'replay' one of them holds bait in the direction of the camera man, and just when the shark wants to grab the bait he accidentally grabs the arm ;)
