it looks like they used an Depth Of Field adapter. This adapter can let you focus on one place and blurs the rest. This way it gets a more expensive "movie" feel to it.

The best way to use the DOF filter is up close. This way you can really focus on something just in front of your camera. 0:38

The rest of the video has shot with a wide angle in front of the 2 cars and this takes away a lot of the effect.
