hacking is when u change the way something was designed to something else, in the case of exploitation for example(classic 'hacking'). Here you are gaining access to public webcams. That's not an exploitation and you did not change its purpose, therefore no hack. Besides, these are public access cams. Try gaining access to a webcam thats private, u know: bypass the security, take control of the system and then control the cam. Then it be hacking.
