It is a softflex foam latex mask, made by Scarecrow. The masks were often used by actors at Halloween Haunts. I've seen them from $40 to $140. They are no longer made, and tear if you get in a hurry and pull on them too hard. Nonetheless, there are still a few in stock here and there, and on eBay. Those good with an airbrush could probably make their own.

The new silicone masks, such as those by SPFXmasks are much more durable, but they haven't come out with a skull mask yet!

Update: A Google search reveals that a new company, "Arrival Mask" is making these again.
