Do video calls on iphone 4 over 3g

I am wondering do we need to pay for this app? I mean i heard to download anything from apple store it costs money?

is it possible to get this app on an unlocked jailbroken iphone4 without getting in trouble?

Also, you said we can do video chat with people on yahoo, so do you mean that other person is on yahoo messenger (on pc) and I am on my iphone 4-fringe and it will work?
