Explanation #3 isn't actually that good.

BC weaponry might be weakened by the distance and athmosphere, but then all units shooting up at them would also do an infinitesimal sliver of damage.

Not for nothing, but my personal theory about why BC lasers are total bollox has to do with a great idea I heard someone who I can't remember say.

Basically, the BC is designed for space combat, and during such engagements it can divert all power from engines to weaponry because it doesn't have to fight to stay aloft. Having to keep floating against gravity's pull is why there's less power for the guns, and thus why it's so bad.

Stork I guess is what you could call an S- (S minus) player. He definitely has what it takes to get to the top, but never has that S class level of play to win like Jaedong, July, Flash, etc have.

Also, to answer the puzzler: Large lasers fired in atmosphere could possibly cause unwanted, and potentially catastrophic explosions. A powerful laser could cause air to become plasmatic and lead to friendly fire of a sort. When they fire outside of atmosphere, they can shoot at full-strength.
