Well, what I learned from the trains was that a wheel is like a lever in reverse: The force is applied to the fulcrum (axle) rather than the handle (the edge of the wheel). So like a shorter lever (which is harder to move at the handle) a smaller wheel is easier to move at the fulcrum/axle. While a larger wheel has to overcome far more torque to rotate. However, to rotate at the same rate as a smaller wheel the edge on the road has to move faster thus creating higher speeds.
