Coming from a Canadian, we dont stress the 'u' in out or about.

We use the "ow" sound like its supposed to be.

Stressing the U is a misconception like the thought that we all live in igloos & say "eh" after everything.

I wasn't tryin to insult anyone but i live in texas and granted I don't have an accent I do from time to time catch myself using the texas drawl on some words and no I don't have a gun, wear boots w/ spurs or a cowboy hat ! But I never heard of any grammar rule that states stressing the "ow" like you say.
