White reflect heat, dark colors absorb heat, Ocean gets warmer. evaporates faster, more moisture in the air that moves south in the winter, if it's 33F in NYC it will rain, at 32F you get snow, lots more moisture means lots more snow..

It's not, really - at least not on the west coast. Last year we got 10x as much snow. This year.. nothing... maybe 5cm in one snowfall. Go north or east a few hours and it will be a different story. :P
