The original vocal is by a group called Clannad. The singer is named Moya Brennan. The original track is "Harry's Game" or "Theme from Harry's Game".

It was also resampled by Chicane, and used in their track called "Saltwater" - which is the track you hear in the 2nd half of this video. I believe the mix used in this video is the "Mothership Mix" or maybe the Michael Woods Chillout Mix.
