With credits you should also have debits to penalize those for violations to the extent that they can not hide behind money and lawyers, but far more blatant to say that when you cross a line, you pay a fine, as you would pay for running a red light. Also, you automatically go to jail. So I feel that if you can impose a Strike Three for felons, you should use the same with those who violate the environment and the lives of people, of which many who do not have the resources to fight back.
